Key findings from the Phase 2 report include:

Incompetence in Fire Safety Measures: The report identified numerous failures in fire safety planning and risk assessments by the Kensington and Chelsea Tenant Management Organisation (KCTMO), the organisation responsible for managing Grenfell Tower. These failures included inadequate fire risk assessments, improper fire doors, and a lack of effective evacuation strategies.
  2. Dishonesty and Misleading Practices: Several companies involved in the refurbishment of the tower, such as the main contractor Rydon and cladding supplier Arconic, were found to have engaged in misleading practices. This included providing false information about the fire safety of materials used in the cladding system, which significantly contributed to the rapid spread of the fire.
  3. Regulatory Failures: The inquiry pointed to systemic failures in building regulations and oversight by government bodies. Regulatory bodies failed to properly enforce safety standards and allowed the use of dangerous materials, highlighting a broader issue of inadequate regulation in the construction industry.
  4. Lack of Accountability: The report criticised the lack of accountability among those responsible for the safety of residents. Despite clear evidence of the dangers posed by the cladding and other safety issues, warnings were ignored, and no effective action was
    taken to rectify the situation.
  5. Poor Communication and Training: The inquiry also noted poor communication between various stakeholders and a lack of adequate training for those responsible for managing fire safety. This included insufficient training for the London Fire Brigade, which impacted their response to the incident.

Overall, the Grenfell Tower Inquiry Phase 2 report underscores a culture of neglect, incompetence, and dishonesty that directly led to the tragic loss of life. The report calls for sweeping reforms in building safety regulations, greater accountability for those responsible, and enhanced protections for residents in high-rise buildings to prevent such a tragedy from happening again.
